Delta Township rezones 54 acres off South Marketplace Boulevard for up to 480 apartments
DELTA TOWNSHIP, Mich. — Nearly 54 acres of office and farm-zoned land east of South Marketplace Boulevard can now be developed as apartments after the Delta Township Board of Trustees gave final approval to a rezoning sought by Eyde Development, the Lansing State Journal reported.
The board acted at its Oct. 5 meeting, according to the newspaper. Eyde wants to build as many as 480 one- and two-bedroom apartments on the land, which sits north of Interstate 496, west of the I-69/I-96 interchange and south of the area’s Menards and Walmart stores.
The change moves 53.98 acres from the township’s Office and Agricultural/Residential districts into its RM, or multiple family, district, according to the meeting packet posted on the township website. It covers all of one parcel and part of another, addressed as 8158 Executive Ct., near Executive Court, a private road off South Marketplace.
Eyde volunteered a condition that caps the project at 480 dwelling units, township documents show. Without that cap, the new zoning would have allowed as many as 593 units, the State Journal reported, citing township records.
The preliminary site plan Eyde filed with its request covers about 40 acres and shows 16 buildings of 24 apartments each, the newspaper reported. Mark Clouse, the company’s chief operating officer and general counsel, told the Planning Commission in September that more apartments are planned, and that it would be Eyde’s first multifamily project in more than a decade, according to the State Journal.
In the motion drafted for the board, township staff listed five reasons to approve: the request meets the rezoning criteria in Section 16.04 of the zoning ordinance, the site meets the RM district’s minimum lot area and width, it advances a board goal of encouraging a diverse population, it matches the mixed-use and multifamily designation on the 2026 master plan’s future land use map, and public water and sanitary sewer already reach the property.
The board first approved the rezoning for introduction on Sept. 21 by a 6-0 vote, on a motion by Trustee Andrea Cascarilla supported by Trustee Karen Mojica, according to minutes of that meeting included in the Oct. 5 packet. Staff then published the legal notice that state law requires before a final vote, according to the rezoning memo.
The rezoning does not by itself approve construction. Eyde still needs site plan approval before the project can go forward, Planning and Economic Development Director Peter Menser told the State Journal.
The same Oct. 5 agenda carried two public hearings on continuing the township’s public safety special assessment, which helps pay for its Eaton County Sheriff’s Office contract, with a proposed roll totaling $2,842,617. A staff presentation in the packet put the average cost for residents at $168.16 a year, or about $14 a month. Trustees also had a special land use request for a drive-through pharmacy lane at the Kroger store at 6430 W. Saginaw Hwy., which the Planning Commission recommended 8-0 on Sept. 28.
Minutes of the Oct. 5 meeting had not been posted on the township website as of Tuesday morning. The board meets next at 6 p.m. Monday, Oct. 19, at the Delta Administration Building, 7710 W. Saginaw Hwy.
