Flint backs a joint authority with Mt. Morris Township to revive two miles of Clio Road
FLINT, Mich. — Flint is moving to join Mt. Morris Township in a new authority meant to clean up and rebuild business along a two-mile piece of Clio Road on the city’s north side, Flint Beat reported. The City Council approved the resolution on its consent agenda Sept. 28.
The Clio Road Corridor Improvement Authority would reach property within 500 feet of the road’s center line from Pasadena Avenue north to Carpenter Road, according to the council’s agenda packet as described by Flint Beat.
The case made to the council centered on property values and business growth. In the resolution, City Administrator Clyde Edwards wrote that the city wants to “halt property value deterioration” along the corridor and encourage economic growth there.
Rod Slaughter, Flint’s deputy director of community services, told council members in a letter that the authority could pay for street updates and open the way to more flexible zoning. That, he wrote, would make room for new businesses, housing improvements and possibly an apartment district. He also listed abandoned and run-down buildings, vacant lots, traffic flow and a shortage of retail space as problems the group would take on, Flint Beat reported. Slaughter said the effort would give residents on both sides of the city line a standing group devoted to the business district.
The authority is not final. A public hearing, where residents can weigh in on whether it should be created and where its lines should fall, still has to be scheduled, Edwards said.
Farther north, in Mt. Morris Township, the Genesee County Road Commission began rebuilding Clio Road between Coldwater and Stanley roads on April 20. In its announcement, the commission said it expected that section to reopen to traffic at the end of September, weather permitting.
The council took the week of Oct. 5 off. Its Finance, Legislative and Governmental Operations committees, set for Wednesday, Oct. 7, were moved to 5 p.m. Monday, Oct. 12, so members could attend the Michigan Municipal League convention Oct. 7–9, Flint Beat reported, citing the city clerk’s office. The full council’s regular meeting stayed on the calendar for Oct. 12. Its Oct. 26 meeting was canceled and rescheduled because the council chambers will serve as an early voting site before the Nov. 3 general election.
Updated Oct. 13, 2026: Changed the council’s Oct. 7–12 schedule to the past tense. As of Tuesday morning, The Mitten Daily found no announced date for the authority’s public hearing.
